"Anxin Office" is a smart city service APP jointly developed by the Anyang Municipal Government and China Construction Bank to deepen the "delegating power, improving regulation, and optimizing services" reform, enhance government service capabilities, and implement the requirements of "handling affairs in four ways". It aims to provide a more efficient and convenient mobile handling service channel for the general public and enterprises in Anyang. "Anxin Office" adopts a new generation of technical architecture to realize an urban comprehensive service platform integrating three major service sectors: government affairs service, convenient service, and inclusive financial service. After the masses log in through various forms of verification such as face recognition authentication, they can handle the business of multiple departments such as public security, transportation, medical insurance, social security, and civil affairs, as well as public service matters such as water, electricity, gas, and heating in one stop. The Administrative Convenience Service Center of Anyang was established in October 2001. It is mainly responsible for the organization and coordination, supervision and management, and guidance services for the handling of matters entered by various departments; accepting the opinions, suggestions, and complaints of the masses against administrative organs and their staff. It has working institutions such as the Administrative Convenience Service Hall, the 12345 Linkage Service Center (Mayor's Convenience Public Telephone), and the Administrative Convenience Website (Mayor's Mailbox, Online Interview). Administrative convenience service centers are set up in each county (city, district), and full-process agent stations for serving the people are set up in townships (towns, streets) and villages (communities). The Municipal Administrative Convenience Center also has 6 sub-centers for real estate transactions, vehicle and driver management, housing provident funds, water affairs, gas, and power supply in the urban area, forming a four-level administrative convenience service system of the city, county (city, district), township (street), and village (community) with upper and lower linkages, convenience, and high efficiency.
